Besides the template base content of the "semi custom" blog, what are some of the differences between the full blog and the semi custom blog?

Nothing.  It is simply that our designers do not have touch the template.  The feature set is identical except that the forward facing site is a template rather than a custom design.  In a custom template, our grpahics team spends hours designing graphics for the site and custom pages - in a template blog- we do not do any graphics or custom pages- your get a bare template with lots of wdget areas you can populate with custom content and image folders that you can upload your header images to.  We setup the blog in the color you select, but the adding your headers and logos is the part you do.  It's very easy to do all that - no coding necessary- all WYSIWYG so it takes less than 5 minutes and it gives you better flexibility so if you want to change things you can.  With a custom blog you don't have that flexibility so there is benefit to having a semi custom template blog.

I was wondering if I can move to another blog platform later. I doubt I'd EVER want to move and wouldn't see why anyone would, but it's one of those FAQs that I like to know. Is there an export feature on these so I can import to wordpress or future platforms? I get a little timid when it comes to hosted solutions because I lose the flexibility of moving if for some reason I decide to in the future.

Yes, we export to an xml file you can pull into WP or other blog platforms that support importing xml content files.

Will these blogs automatically be updated as time / technology improves? My big hangup with some of my sites is that they are still stuck in 2001.

Yes - 1. we constantly update the platform itslef to keep pace with securty adn technology changes and 2. since we will be adding many new tempaltes per month ans each user has the ability to flip their template anytime then want with a single click of the button- you can update the look to keep pace with changes in design styles.
